Enota is an acronym that stands for;

Educating Neighborhoods to Obey Those in Authority

This is a community sensitivity training that teaches youth in (particular) and the community in (general) to respect those in authority such as Parents, Teachers and Police.

At-One is also an acronym that stands for;

Alternative Training Offered for Neighborhood Enforcement

This is a Law Enforcement Cultural Diversity and Sensitivity training that teaches those in Law Enforcement to use alternative methods when dealing with cultural and racial sensitive issue in the urban community. 

Nation in Crisis

Across the Country the gap between Law Enforcement and the Urban Communities has widen. Over the past year there has been an increase in Police officers shootings and police misconduct. These shootings which some cases has cause the loss of life of those who was being apprehended. The national attention these shootings received has played a role into the decline of trust and respect of those in Law Enforcement. All though most of these shootings was declared Justified Homicide, the clearing of these officers of any wrong doing did not set well with the urban community. And in a couple of major cities this has led to protest and some cases riots. While there may be many contributing factors such as high unemployment, lack of education, poverty, budget cuts in police departments and the lack of respect for authority among youth in particular and the community in general. Anyone of these factors can lead to a confrontation that may cause the loss of life or injury on both sides. Many cities are paying millions of dollars settling law suits due to police misconduct. We believe that most of the police and citizen confrontation could be avoided if both had training on mutual respect. There is no question the community has to know, police are there to protect and Serve and not to be social workers. They are not responsible for the social condition of the community they are assigned to. The community must take responsibility to address its social needs. Together Law enforcement and the Community can eradicate crime and violence.

E.N.O.T.A. has successfully worked with Police Departments and Communities across the Country and even in the UK, providing state of the art training that has help narrow the gap and allowed both groups to work hand and hand. E.N.O.T.A. builds systems that foster partnerships between the Community and Police Departments.

The CEO/Founder of E.N.O.T.A., he has more than 35 years’ experience strengthening and building communities to become responsible for their neighborhoods. We specialize in non- traditional methods that focus on helping Police Departments and communities to effectively address the broad range of issues they face and better prepare both to more effectively and positively respond to crisis.

E.N.O.T.A. is widely accepted by Law Enforcement because we do not just focus our training to police only, but the community also receives training to respect and not to challenge authority, which is very rare in most cities.

National Center of Urban Solution

NCUS Is a comprehensive training and consulting organization focusing on effectively bridging the gap between Law Enforcement and communities. NCUS effectively address the broad range of issues that affect the urban community. We do this by partnering up with some of the best experts in their field of urban problems. Enota/At-One is one of these experts that is a division of NCUS.


The ENOTA system is designed to deliver four outcomes:

  1. To create more effective dialog between police and Community.
  2. To educate the Community & Police of the roles each play in addressing crime in the community; for example:
    • To teach the community the proper role of the police as it relates to respect, protect and serve.
    • To teach law enforcement to be empathic not sympathetic to the social conditions of the community that they serve.
  3. Establish an on-going system which allows Police and Community to address issues and find resolutions together.
  4. Get members of the community involved to take ownership of their neighborhoods toreduce crime & violence

The three phases:

  1. Assessments: assessing temperature and climate of Community Residents & Police Officers; for example:
    • Hosting conversations with Community Residents & Police Officers
  2. Systems and Effective Solutions; for example:
    • Train Community Residents & Police Officers on handling sensitive issues and respecting one another
  3. Introduce Peacekeepers; for example:
    • Gather Residents who volunteer to help keep the peace in a community that is plagued by crime and violence through walking and patrolling their neighborhoods
  4. Third Party Evaluator: assess the effectiveness of the training

ENOTA makes 12 month commitment to follow up with Police department to ensure goals and objectives are obtained.
